Putting a sofa or a pile of branches beside the street does not make it ready for pickup. Lealman’s collection rules treat household trash, yard waste and bulky items differently. The amount and the collection day matter.
This guide covers homes served by the Lealman Solid Waste Collection and Disposal District under the current Coastal Waste & Recycling agreement. The county’s August contract amendment confirms that Coastal’s term ends Dec. 31, 2026. Waste Management’s new contract starts Jan. 1, 2027.
Check the district map linked from the county’s collection page for your collection days. These rules do not cover every property with a Lealman address. The county’s service FAQ excludes commercial properties and apartment properties with more than four dwelling units.
Where the pile belongs
The collection agreement, Exhibit A, page 10, defines curbside as the portion of the public right-of-way within five feet of the roadway. That is the roadside pickup area, not a place to spread debris into the travel lane.
As a practical precaution, keep the walking route and drainage path clear. Do not cover a storm drain, fill a ditch or block a driveway with a pile. If your frontage has little usable space, ask Coastal to identify a pickup spot before unloading debris there.
The agreement’s normal collection hours are 7 a.m. to 6 p.m., unless the county authorizes otherwise. Have materials ready before the route begins. Ask Coastal about holiday changes and any specific setout instructions for your address.
Sort it before putting it out
The county’s current collection guidelines give these instructions:
| Material | How to set it out | Pickup and limit |
|---|---|---|
| Household trash | Use the supplied cart. Its lid must close. No separate trash bags or bins beside it. | Your regular collection days. |
| Yard waste | Keep it separate at the curb. Branches must be no longer than four feet and no thicker than four inches. | Either collection day. Limit two cubic yards per week. |
| Bulky waste | Place it separately at the curb. | Your second collection day of the week. The county lists a limit of less than two cubic yards weekly. |
For yard waste or bulky loads exceeding two cubic yards, call Coastal at 727-561-0360 to arrange a special pickup. The county lists $20 per pickup. Confirm the load and charge first, including a bulky load right at the two-cubic-yard boundary.
For scale, two cubic yards equals 54 cubic feet. A space six feet long, three feet wide and three feet high holds that volume. A loose pile may be harder to measure, so describe it when calling.
Some debris needs another disposal plan
The county FAQ excludes construction and demolition debris over two cubic yards from the included collection service. Do not assume a renovation cleanup qualifies for the ordinary bulky pickup. Confirm disposal arrangements before work begins.
Paint, pesticides, cleaning chemicals, rechargeable batteries and fluorescent bulbs do not belong in the curbside load. The FAQ directs residents to the county’s household hazardous-waste facilities, where quantity limits apply. It also excludes boats and abandoned vehicles. Use the county’s Where Does It Go? search tool to find the proper destination for a particular item.
If a disability prevents you from bringing waste to the roadside, the county offers a Waste Collection Assistance application. It requires a doctor’s certification. The Lealman district coordinator can help with the application at 727-464-7500.
For a missed pickup or an item left behind, photograph what was set out and contact Coastal at 727-561-0360. Have your address and collection date ready. The agreement requires complaints to be resolved within 24 hours unless another deadline applies or the county approves one. Complaints received on a Sunday or holiday are due for resolution by the next business day.
